The Law Offices of Barbara P. Smith, LLC is a small boutique law firm with a personal touch. Ms. Smith knows each of her clients personally and seeks to provide superior individualized legal representation to each of her clients as well as assist them in obtaining other services, as needed.

Barbara P. Smith, Esquire

Owner-Attorney: Barbara P. Smith was born in Jamaica and immigrated to the United States as a child. She grew up in New York City in multiethnic, multicultural communities. This has given her an appreciation for cultures and religions from around the world and helps her understand the immigrant experience here in the United States. Ms. Smith’s practice is now located in Baltimore, Maryland. She is a proud graduate of the City University of New York, School of Law, Class of 1994.

Ms. Smith is licensed and admitted to the New York State Bar and the New Jersey State Bar. She began her legal career in New York City representing immigrants in asylum, NACARA, and various family and civil litigation matters. After practicing law in New York City for 7 years, she relocated to Miami, Florida in 2001. There Ms. Smith practiced immigration Law exclusively and worked at the world-renowned immigration non-profit organization, Church World Services, Inc.

In 2006, Ms. Smith began representing immigrants and non-immigrants before USCIS and the Immigration Courts in Maryland and Virginia. Her unique background helps her to understand what you are going through. She understands because she has lived the immigrant experience.

Katty Quiles-Torres

Legal Assistant/Office Manager: 
Katty was born in Puerto Rico to a Puerto Rican mom and Italian father. She is bilingual in English and Spanish. Katty attended Everest College and studied criminal justice. She specializes in U-Visas and consular processing of family petitions. She has been an ordained Maryland State Minister, able to officiate marriage ceremonies in the State if Maryland since 2018. She is also a licensed Notary Public in the State of Maryland since 2017. Katty is friendly and outgoing. She is always willing to help our clients through any difficult situation that they may face during the immigration process.

Reinny Arvelo Palin

Legal Assistant Paralegal Supervisor: 
Reinny was born in the Dominican Republic and raised in Spain. She attends Eastern Gateway Community College and specializes in adjustment of status matters, citizenship applications, VAWA petitions, Special Immigrant Juvenile Petitions and court preparation of all cases. Reinny is also a licensed Notary Public in the State of Maryland and has been since 2016. She is very professional with an extraordinary eye for detail. She is also bilingual, fluent in reading and writing both English and Spanish.
